NTSA finally re-opens portal after 3 months impasse
The National Transport and Safety Authority (NTSA) has finally come to halt its 3-month long impasse.
According to a notice issued on the 3rd of May, 2022, the transport authority stated that the resumption comes after a court ruling delivered on the 25th April to lift suspension of the services related to driving schools operations.
The portal is responsible for services like licensing of driving schools, renewal of driving schools licenses, licensing of driving school instructors and issuing driving licenses.
During the standoff most of the services at the portal had to stop, some of which included the renewal of driving school Instructor’s licenses, Provisional Driving Licenses (PDL) application for driving school students, test booking for driving students.
“In recognition of the efforts of the Ministry of Transport and the Authority (NTSA) in complying with the ruling and in the public interest, the Court on April 25, 2022, lifted the suspension of the implementation of the rules as the process of laying the rules before the whole Houses in Parliament.
“The Ministry and the Authority, therefore, take this opportunity to inform the public of the resumption of the aforementioned services,” read the statement.
Suspended back in mid-February after an issued Court verdict compelling NTSA to send the new traffic rules to both the National Assembly and the Senate.
According to our sources, the Kenya Driving Association had filed a lawsuit arguing that there was no sufficient public participation prior to implementation.
However, the Court maintained that the public participation had been sufficient but the rules had not been properly considered by the Parliament as required by the Statutory Instruments Act. No. 23 of 2013 Laws of Kenya.
The move to pause services at the NTSA portal had left many Kenyans stranded for 3 months, as people were unable to apply for licenses.
